try another SDI > TO > HDMI converter the actual one might not propagate the resolution EDID from the SDI to the HDMI output

HDMI requires the EDID to be properly formatted so the encoder can " understand " which format is feed to its input 

You can find properly working SDI to HDMI mini converters from the marketplace in the $30 range
